Description:
An IFC exchange file conforming to the coordination view shall only have either:
* no instance of IfcSite, then the IfcBuilding is then the uppermost entity within the spatial structure
* exactly one instance of IfcSite
Two or more instances of IfcSite are not supported within the coordination view.
